Hello Again!

It has been quite a while since I last posted in this blogspot. Several significant events had taken place, in and out of the PNP, from the time of my last post.
A synchronized elections, national and local, took place in May 2007. Several impeachment attempts were made in Congress but all failed as predicted.
And two Chiefs of the PNP had changed hands (Oscar Calderon and Sonny Razon .

Last I checked the PNP's Integrated Transformation Program is in full gear (or so we hope) and significant gains were purportedly attained in the process (or so we think). We were made to understand and believe, that this program will make the PNP organization a more capable, effective and credible institution. I am crossing my fingers that this will be truly successful not only for the sake of the organization and its personnel, but more importantly for the benefit of the the citizenry whom we have sworn to serve and protect.

So again, from time to time, I will be posting my comments and my observations on the changes that that are taking place (we pray that'll be for the better) in and out of the police organization as I had originally intended.

Which is which?

On the anniversary of the 1986 People Power Revolution, the Chief, PNP issued a message (www.pnp.gov.ph/index.html) to PNP personnel exhorting them to join the rest of the Filipino nation in commemorating the 20th Anniversary of the People Power Revolution.

He said that the four-day people's uprising in February 1986 that led to the restoration of democracy is a milestone in Philippine contemporary history that should be remembered by our government and our people in appropriate ways. And that the PNP (formerly the Philippine Constabulary) is proud to take part in this annual commemoration because Camp Crame figured prominently in the events that took place during those four days, with a significant section of the police force choosing to find common cause with the Filipino people in putting an end to authoritarian rule and ushering in a new dawn for Philippine democracy.

He also mentioned the need for government to strengthen the foundations of our democracy and uphold respect for fundamental freedoms and basic human rights. The key objective should be sustained progress and lasting peace anchored on consistent economic growth, political stability and social cohesion.

He reiterated the firm commitment of the PNP to defend the Constitution and to uphold the rule of law iand pledge to serve and protect our people and their communities with utmost professionalism and dedication to duty in the years ahead.

However, in the midst of the preparations of the Edsa anniversary celebration, a purported coup de' etat took place and a proclamation of state of emergency was issued by the President. In the course of events that transpired after the proclamation, the PNP raided the premises of a newspaper office and took over its operations. It also effected several warrantless arrests without the filing of approrpiate charges against suspects and also disperesed rallies in several parts in the country without the observence of due process, all of which are in contradiction with the statements made by the C,PNP in his message (which incidentally was quietly recalled from being announced to PNP personnel). For the duration of the state of emergency, the Chief, PNP also announced that media organizations can be shut down and their operations taken over should they not adhere to “standards” set by the government. Should Media fail to do so, Lomibao said that the PNP will recommend their take-over by the government.

And what and whose standards are to be followed? ... We have no idea.

The Chief, PNP, either through feigned ignorance, blind obedience (others call it lapdog loyalty) to this administration or plain stupidity, has effectively contradicted himself in his message to the PNP personnel. How can one expect an organization to defend democracy and freedom when its very head is being used as an instrument to suppress it?

Sadly, this came at a time when the PNP has adopted a transformation plan in order to improve the image and crebility of the police organization. How can we expect the PNP to transform itself into a capable, effective and credible organization when no less than its chief would promote and carry out actions which erode the people's trust and confidence? How can the organzization earn the respect and admiration of the public when it contradict itself by saying one thing and doing another which is totally opposite.

We might as well say goodbye to the transformation plan.

Hi there everyone.

This blogspot was created purposely to serve as an alternative forum to discuss issues and concerns affecting the Philippine National Police which under normal circumstances could not be readily discussed or talked about in official PNP circles.

We are all aware that there are several important matters in the police organization which need to be brought out in the open but for apparent reasons not at all related to professionalism, the PNP, particularly its leadership, has chosen to ignore discussing the merits of these issues within the organization.

Also, this blogspot serves an an informal journal or record of activities, events and communications concerning the PNP which are neither published nor disseminated for the general information of its members.

This blogspot is still under construction and changes are yet to be made to improve this site. We hope you would find this forum useful in promoting ideas, views and concepts that will contribute in making the PNP a truly "capable, effective and credible" institution. Organic members of the PNP and other interested persons are invited to post their comments in this site.
